Definitions of clean hydrogen are based on different criteria, including emissions thresholds. This figure presents the different emissions thresholds for clean hydrogen in different countries and the production targets for 2030 by region. Even in the same region, there can be different emissions thresholds for clean hydrogen. For example, the EU has the EU Taxonomy mentioned in this figure, while at the same time, RED III stipulates 3.4 kg CO2e/kg H2 threshold. The main question is: how to unify these emissions thresholds for international trade?
