EU hydrogen policy is coming under growing pressure as several member states push for low-carbon hydrogen, including blue hydrogen, to count toward the EU’s Renewable Energy Directive (RED III) targets.

Belgium, supported by France, Italy, Poland and several other countries, argues that the current rules — which prioritise renewable hydrogen — are difficult for countries with limited renewable resources to meet.

Governments warn that restricting targets to renewable fuels of non-biological origin (RFNBOs) could delay or cancel hydrogen projects based on natural gas with carbon capture.

Supporters say recognising low-carbon hydrogen would allow a more pragmatic transition while maintaining industrial competitiveness.

The European Commission said it must balance climate ambition with industrial feasibility as it prepares a review of the directive.
