The Clean Hydrogen Partnership has selected 15 Hydrogen Valleys from 11 countries for Project Development Assistance (PDA)—9 “PDA light” (early-stage, 6 weeks) and 6 “PDA plus” (toward feasibility/FID, 12 weeks). Expert teams (Roland Berger with Worley) will help on commercial, technical, regulatory, and governance tracks, with work starting in November, subject to a collaboration declaration. A second PDA call is planned for 2026.

- PDA light winners include: Coast 2 Coast (UK), Galileu (PT), HyCoast (NO), HydrogER (IT), Zamora (ES), HyHOPE (AT), HyNA (FR), RHYNE-UP (DE), TAJUÑA H2 (ES).
- PDA plus winners include: AH2V (PL), GreenWest PtX (UA), H2SUD Vallée (FR), Anklam (DE), North-1 (GR), Orange.bat (ES).
- The H2V Facility is a five-year initiative targeting 50 valleys operational or under construction in the EU by 2030, with three pillars: PDA, Knowledge Centre, and Platform.
Why it matters
EU support is shifting from grant awards to bankability and FID readiness—helping regional projects de-risk permitting, business models, and offtake so they can scale faster.
